Yerzhan Yessimkhanov

Yerzhan graduated with first honors from Kazakh Humanitarian Law University in 2004. In 2002 - 2003 he studied corporate law at the Center of European Law and Economic Studies. Yerzhan has extensive experience in the areas of Construction and Infrastructure, Real Estate and Telecommunications.

Prior to joining GRATA International, Yerzhan worked in the Kazakhstan Investment Fund group, in a major Kazakh development company, and in the largest international law firm. Yerzhan acted as a consultant on a number of large infrastructure projects realized over the last decade in Kazakhstan, including work as a head of the legal team of Kazakhstani largest ski resort reconstruction project realized within the frameworks of Asian Games 2011; leader of the team of consultants working on reconstruction of the largest electrical energy producing enterprise in Kazakhstan with overall project value of approximately US $700 million; and leader of the team of consultants representing Kazakhstan’s largest infrastructure construction company in several judicial proceedings with overall value of the claims of approx. US $70 million. Yerzhan led the project on legal support of launch of Uber service in Kazakhstan, and represented a shortlisted consortium of Spanish, French and Turkish companies in a second stage of public tender for construction and operation of Big Almaty Ring Road (BAKAD), including review and negotiations over concession agreement with the Ministry of Investments and Development.

Bakhyt Tukulov

Bakhyt Tukulov graduated with highest honors from International Law Department of al-Farabi Kazakh National University. He also holds a Master of Law degree in International Legal Studies (with distinction) from Georgetown University Law Center (District of Columbia., United States).

Prior to joining GRATA International, Bakhyt has worked for several years at one of the top international law firms. Bakhyt has represented clients in a wide variety of matters ranging from commercial disputes to disputes with state authorities. He has also represented clients in international arbitrations in Kazakhstan and abroad. On a part-time basis, Bakhyt lectures graduate students on the theory and practice of International Arbitration and Litigation. Litigation (commercial and administrative, including in aid of domestic and foreign arbitrations), arbitration in Kazakhstan and abroad, pre-dispute settlement negotiations, enforcement of foreign arbitral awards and judicial acts, legal due diligence, legal advice on the structuring of transactions from dispute resolution perspective (choice of law, forum, investment treaty protection, jurisdictional matters), legal support in the course of audits of state authorities.

Andreas Linke

Andreas obtained his Ph.D in Process Engineering from the Technical University Hamburg-Harburg, Germany in 1992. He also holds a M.Sc. in Automation and Control from the Technical University Braunschweig, Germany and a B.Sc. in Telecommunications from the University of Applied Science Wolfenbüttel, Germany.

Andreas has a strong engineering background and more than 20 years' experience in the oil and gas industries. He is the Managing Director of ILF Business Consult GmbH. Andreas has a broad understanding of the oil & gas industries from a technical standpoint, particularly transportation and distribution of petroleum products. Complementary to his technical capabilities, Andreas has a track record of project management from the early planning stages to project execution. His previous project assignments include technical consultancy, project management, bankable feasibility studies, project assessments, tender evaluations, contract negotiations and design reviews. Andreas has been appointed by the University of Applied Sciences in Magdeburg, Germany as Professor for Industrial Control. Andreas has given numerous lectures for management and scientific topics on national and international conferences.

James Neville

James graduated from Manchester Metropolitan University where he obtained a BA (Hons.) in Law and French. He is a qualified Chartered Quantity Surveyor and was elected as a Member of the Chartered Institute of Arbitrators in 1998.

Prior to joining ILF in 2009, James was Head of Legal Department at COLAS RAIL SA (France), a company that he joined in 2002 where he was advising on all legal and contractual aspects of urban and inter-urban rail transport projects in France and overseas. In 1994, James served as Managing Director of Currie & Brown in India for eight years, a construction cost and dispute resolution consultancy. His previous experience also encompasses four years as the Corporate Counsel with the international civil engineering company Spie Batignolles SA and five years as a Senior Legal Adviser and Contracts Manager with Spie Capag SA, an International Pipeline Contractor also based in France. James' time at Spie Batignolles SA was preceded by his appointment as General Counsel at the Offshore Engineering and Construction Division of Hyundai Heavy Engineering Co. Ltd in Korea and two years as Managing Director of Payung Consulting in Malaysia, a subsidiary of Bond, Foster & Partners. Earlier in his career, James was Legal Adviser and Senior Contracts Manager with the international offshore construction company ETPMSA in France where head advised on platform and pipeline projects in Europe, Australia, the Middle East, South and South East Asia and Africa.

Throughout his 35 year career, James has displayed a deep understanding of international contracts and construction law, claims, arbitration and ADR services related to construction and engineering contracts, having acted as Arbitrator, Counsel, Mediator, Expert Witness Quantity Surveyor, Contracts Manager, Legal Adviser and Corporate Counsel. His expertise lies in Construction Economics, Contractual and Legal aspects related to major civil engineering, offshore pipelines and platforms and Oil & Gas projects.
