Today, there are six special economic zones and two industrial zones operating in Kazakhstan. However, given the economic inefficiency of some SEZs, a new law that would impose a new system of investing in the zones was established.

As a result, due to adoption of a new law “On special economic zones”dated 21 July 2011 (hereinafter - the “Law”) regulating activity of SEZs and the establishment of a number of important innovations related to SEZ functioning in Kazakhstan, many questions have been raised regarding the status of SEZ participants and how to carry out business in the zones. In addition, the law significantly changed the procedure for managing SEZs, separated main and support activities, and more.





  • advising a large foreign investor on necessary documentation to establish business in SEZ;

  • advising on calculation procedure for international shipments;

  • legal support of construction contracts on SEZ territory;

  • drafting contracts for supply of equipment required to ensure operation of a facility within SEZ;

  • advising on SEZ participant’s contract compliance with current Kazakh legislation.
