Kazakh law establishes requirements to ensure the safety of non-food items. In particular, the Technical Regulations 'Safety Requirements for Cosmetic Products' approved by the Government of the Republic of Kazakhstan on 19 February 2008 № 159 establishes certain requirements for perfume and cosmetic products (including their compound, microbiological criteria and the level of toxic elements in such products).
Perfume and cosmetic products include products intended for cleaning human's skin, eliminating odours for an aesthetic effect and protecting against harmful environmental factors. These include:
- products for skin, nails, hair, teeth and oral cavity care;
- products for hygiene of hair and skin;
- products for decorative cosmetics and other purposes.
This Technical Regulation sets limit on the usage of preservatives, dyes and ultraviolet filters in cosmetic products and provides a list of substances banned for use as perfume and cosmetic ingredients in the Republic of Kazakhstan.
