Nurlan Kyshtobaev received his law degree from the Moscow State Institute of International Relations (MGIMO) in 2007.
Prior to joining GRATA, Nurlan was a lawyer in the Office of the EBRD General Counsel, where he advised bankers on lending, including direct investments in countries in which the EBRD operates (CEE, CIS, Turkey and Mongolia) across different sectors (hydro energy, mining, transport, pharmacy, telecommunication and retail) and for various types of borrowers (sovereign, quasi-sovereign, financial institutions, private companies).
He also worked for the Moscow offices of Chadbourne&Parke and Latham & Watkins. While being with those law firms, Nurlan was a part of various legal teams advising clients on a broad range of Russian law issues.
Nurlan leads the banking & finance team in Kyrgyzstan and Tajikistan, and also focuses on corporate and infrastructure projects. His main practice areas are general corporate, mining, capital markets, and banking & finance.
Nurlan speaks Kyrgyz, English and Russian.
- Advising the European Bank for Reconstruction and Development on the local currency initiative framework, under which the EBRD extends its loans to Kyrgyz banks and non-banking institutions in local currency;
Advising Apple Inc. on tax implications of introducing new products into the Kyrgyz and Tajik markets;
Advising Citibank on the implementation of derivatives transactions involving Kyrgyz and Tajik counterparties;
Advising the European Bank for Reconstruction and Development on the lease of premises for its Dushanbe regional office;
Advising a Chinese private equity fund on the acquisition of a group of Kyrgyz gold exploration companies;
Advising the Eurasian Development Bank on a secured loan facility to a major electricity company of Kyrgyzstan;
Advising the European Bank for Reconstruction and Development on a syndicated loan to a Kyrgyz microfinance company;
Legal due diligence of a large bank in Kyrgyzstan for the benefit of a private foreign investor.

On February 8, 2016 Mr. Nurlan Kyshtobaev, Partner of GRATA International, participated in presentation of IFC survey on Islamic banking: "Islamic Banking: Opportunities in the segment of micro, small and medium-sized enterprises in the Kyrgyz Republic."
In 6th May 2015 the Parliament of the Kyrgyz Republic adopted the Law "On Amendments to the Law of the Kyrgyz Republic on the state regulation on foreign trade activity" dated from 10 June 2015 № 128.
On December 5, 2013 in Bishkek a business forum was held involving Kyrgyz and Turkish businessmen and companies operating in the field of textiles and light industry.
May 15, Kanat Seidaliev (Partner) and Nurlan Kyshtobaev (Counsel) participated in the Bishkek International Financial Forum (BIFF 2014).
On May 16th, as part of the business mission "The Day of Russian Agricultural Machinery and Equipment 2014" Nurlan Kyshtobaev (Counsel) participated in a meeting organized by the Kyrgyzstan Union of Banks.
