Elvira received her law degree from the American University of Central Asia in 2007. In 2009 she received her masters degree in Business, Corporate and Maritime Law from the Erasmus University of Rotterdam in the Netherlands.

Prior to joining GRATA, Elvira was a lawyer in a leading local wholesale distributor of home appliances and electronic appliances, where she advised on  issues regarding corporate, commercial and labour law. Elvira advised on legal issues related to the day-to-day operations of the Company.

Elvira has extensive experience advising local and foreign companies on cross-border lending, procurement issues and other projects. She is an experienced advisor on subsoil regulation, obtaining subsoil use rights for the purposes of geological exploration and development. In addition, Elvira has experience advising on intellectual property (IP) issues, such as the registration of trademarks and protecting IP rights. Today she leads the natural resources team as well as the  telecommunication and trade team.

Elvira speaks Kyrgyz, English and Russian.

KYRGYZSTAN

  • Advising a leading international mobile operator on possible acquisition of local GSM mobile operator;
  • Advising Coca-Cola Bishkek Bottlers on acquisition of land plot owned by a local joint company for purpose of production expanding;
  • Advising BOPA in course of acquisition of 25% of shares of local major microfinance institution;
  • Advising Deutsche Bahn on acquisition of Kyrgyz logistics company;
  • Representing interests of Finca Bank in local courts and state inspections on several labour disputes (closed in favour of the bank);
  • Advising Chaarat Zaav on local regulation of environmental impact assessment (EIA) and procedure of public hearing as part of EIA;  
  • Due Diligence and re-registration of Zhongda China Petrol Company;
  • Advising Dentons on Due Diligence and acquisition of Manas resources;
  • Advising KazMunaiGaz-Service on reorganisation of subsidiaries in the Kyrgyz Republic.


TAJIKISTAN

  • Advising CDB on a 30 million debt financing of a state-owned bank in Tajikistan;
  • Advising TeliaSonera on acquisition of a major local telecom operator in Tajikistan;
  • Advising CDB on a 40 million leaseback transaction involving two local textile companies;
  • Advising Eurasian Development Bank in 2.7 million leaseback transactions;
  • Advising Export-Import Bank of China on a secured loan transaction involving two local textile companies;
  • Advising Indigo Tajikistan, a local mobile operator on dispute with Antimonopoly service in connection with transit traffic.
