Paweł Martynek is a Partner and a Head of Subsoil Use practice at GSW Legal Grabarek, Szalc i Wspólnicy Sp.k. For the last 9 years, he worked for PKN ORLEN SA (the biggest refinery and petrochemical company in CEE) and was co-creating its upstream branch. Recently, he had worked for NOC PGNiG SA, managing wholesale (so-called mid-stream) there.
During those years he has gained an extensive experience in various areas of the Oil & Gas industry. He features strong business acumen and ‘getting-things-done’ attitude. In his work, he focuses on the natural resources regulatory framework, i.e. exploration, development, licensing/bidding. His experience also covers commercial aspects, tendering/public procurement and M&A.

Unconventional gas (shale/tight) exploration. Responsible for governmental affairs, including concession granting. On behalf of the operator – responsible for contracting all services and materials. Participation in governmental works on a new regulatory framework to facilitate exploration of unconventional resources.
Canada M&A project. Share Purchase Agreement’s negotiation team member responsible for corporate, governmental (granting instruments), insurance and commercial issues.
- Latvia offshore project. On behalf of JV partners responsible for concession granting process. Participation in negotiations of joint operating agreement (the first in Latvia) with Latvia’s Government. Responsible also for contracting, tendering and supply.
- Restructuring. On behalf of NOC - participation in financial restructuring process of chemical plants and steelworks.
Negotiation team member. Responsible for state aid documentation (including “private investor test”).
Sales management. Responsible for natural gas sale to strategic clients (biggest companies in Poland) as the NOC’s sales director.
