1. General provisions

According to legislation of the Republic of Kazakhstan architectural, construction activity should be licensed. Licensing make provision to target of state safety, to realize of state monopoly, provide of law regime, environmental protection, property, people life and health. Acting of licensing system is typical for all depending countries and depend with economical and any causes, also have general bases with procedure and practice of licensing in many countries of the CIS. License is issuing by responsibility state authorities Permission for acting by special type of works. There are many types of works of construction activity for obtaining which by legislation provided qualification requirements. According to decree of the Government of the Republic of Kazakhstan as of 4.10.2004 #1022 «On ratification of the system of local state government of the Republic of Kazakhstan» (with amendments issued by Decree of Government of RK as of 16.02.05 #141-1) the state authority on questions of construction license is Department of architecture and construction by Oblast Akimat.
