Aliya graduated from the Leningrad Technological Institute in 1971. She has undertaken various courses and training on taxation and investment matters around the world, including France, England and the USA.

She was also seconded to an International Tax Centre, in Ankara, Turkey.

She is a member of the Kazakh Auditors? Association and the Tax Consultancy Group.

Aliya is a tax specialist and is currently a Partner in the Tax department of GRATA Law Firm.

She has also worked for GRATA-Audit and before that worked for several different government tax committees, notably the Tax Committee for the Ministry of Finance in 2002-2003.

She has published more than 50 tax-related articles.
