Tolesh graduated from the Kazakhstan State University, Faculty of Law, in 1977. He received his Masters degree from Tomsk University in Jurisprudence in 1987.

In 2002, Tolesh was awarded a Doctorate in Jurisprudence. Alongside these academic achievements, Tolesh has taught at various institutions, and is currently Rector of the ‘Adilet? Academy of Jurisprudence.

Tolesh speaks Russian and conversational English.

Tolesh has a wide experience in all IP-related issues within Kazakhstan. He was head of the National Patent Office of Kazakhstan for 10 years from 1992-2002.

Tolesh heads the IP department at GRATA law firm, a position he has occupied since March 2006.

Between working for the National Patent Office and starting with GRATA, Tolesh worked for various private companies.

He is also the regional representative for the Coalition for IP Rights in Central Asia.
